What procedures should I use to create a plugin?

Obviously, no. But we have the boilerplate plugin.

You should take a look at the boilerplate plugin, study the code, and write your own plugin. If you have any concrete questions about the plugins, you should ask them. Either here (but in the appropriate board), or by email.
