captcha not showing up in version 2.2.3

I've installed version 2.2.3 and when logged in as an Operator I went to Settings> Optional Services, and clicked the checkbox for:

Force visitor to enter a verification code when leaving message

When a visitor starts a chat session there is no captcha visible anywhere, so what's wrong?
