Set away when Idle or Screensaver activates.

Why is the option for 'Become idle if the screen saver is activated' grayed out?  I'm having problems using the tray application because my users are not setting their status away and also forgetting to lock the computer.

But where can I find it?!
I have Version 1.6.4
