You can download it from Here (https://sourceforge.net/projects/webim/files/Mibew%20Messenger/1.6.4/) but my advice would be to upload version 1.6.5 if installing from scratch or upgrade from 1.6.4 to 1.6.5.

I've changed the download link since on SourceForge there are also localization packages.
