can the software interact with the user without the user clicking on the chat button?

It depends on what version of Mibew you use.

In 1.6.x branch there is no way to interact with a site visitor that way.

In upcoming Mibew 2.0 there are visitors tracking and manual invitation to chat. You can test this feature in the live demo at http://mibew.org/demo2 (http://mibew.org/demo2)

Currently there is no fixed release date for Mibew 2.0.

We planed to release it in late autumn, but more likely it will be released in the beginning of the next year.
