If we're talking about Mibew 1.6.5 there is only one place where file uploading exists. It's "photo" tab in operator's profile. But there is no way to turn that thing off...

Maybe if you provide some screenshots it will be more clear what you are talking about.

It seems like you're using some modified version of Mibew Messenger (though the link to mibew.org is omitted, so I hope that it's MIbew 1.6.5).

There are no such functionality in Mibew 1.6.x, so we are unable to help you with a code that we have never neither develop nor even observe.

Once again. In official Mibew Messenger there are no such functionality. And never was. We don't know who modified your Mibew. And we don't know when and how it was done.
